Exterior photo of the Oakland County Pet Adoption CenterThe Capital Planning and Design (CPD) division is responsible for managing the delivery of complex capital projects across the County’s portfolio. This includes new construction, renovations, additions, and infrastructure improvements such as facilities, roads, and parking areas.

CPD leads projects through all phases—from initial concept and design through construction and closeout—ensuring alignment with project goals, budgets, and schedules. The division provides technical expertise, design guidance, and coordination support to Facilities Management FM&O and FPE Divisions, while maintaining a strong focus on collaboration, proactive problem-solving, and inclusive stakeholder engagement.

Key responsibilities include:

  • Managing project scope, schedule, and budget from initiation through completion
  • Overseeing design development, cost estimating, and construction activities
  • Coordinating with internal departments, external consultants, and contractors
  • Ensuring compliance with environmental regulations, codes, and industry standards
  • Monitoring project performance and implementing corrective actions as needed
  • Conducting post-project evaluations to inform continuous improvement
