Captain Melissa McClellan is the Commander of the Corrective Services Satellite Division. She is responsible for overseeing the Court Services/Detention Unit and the Satellite Division/East Annex housing facility.
Captain McClellan was hired by the Sheriff's Office in September, 1989, and was promoted to Deputy in 1991. She was promoted to the rank of Sergeant in 2004, Lieutenant in 2013 and Executive Lieutenant in 2016. She became Captain in September, 2020.
Captain McClellan is the first female to hold the rank of Captain in the history of the Oakland County Sheriff's Office. As Executive Lieutenant, she was the Jail Administrator for the 1664-bed jail facility, supervising inmate medical/mental health services, clinic operations, inmate classification, chaplaincy and faith-based services, the jail library and inmate programs. She has also held positions as Administrative Lieutenant and School LIaison/Detective. She has worked in various divisions of the Sheriff's Office, including Satellite/Court Services, Corrections and Uniformed Patrol.
Captain McClellan has served with the Behavioral Health Justice Collaboration, the Oakland County Steering Committee, the HIPAA Compliance Committee and as Sheriff Bouchards' designee on the Community Corrections Advisory Board. In 2020, she was elected to the Board of Directors for the American Jail Association.
Captain McClellan is a member of the National Sheriffs Association (NSA), Michigan Sheriffs Association (MSA), International Association of Chiefs of Police (IACP), Michigan Association of Chiefs of Police (MACP), Oakland County Association of Chiefs of Police (OCACP), American Jail Association (AJA) and an inaugural member of the Oakland County Equity Council (OCEC).
Captain McClellan is a Certified Jail Manager and a published co-author in American Jail Magazine. She has received numerous commendations and awards, including 2003 Deputy of the Year (from the Waterford Optimists Club), Sheriff's Commendations, a Sheriff's Distinguished Unit Citation, Professional Excellence Commendations and the Sheriff's Distinguished Service Commendation.
Captain McClellan has a Bachelor of Science Degree in Business Administration/Project Management. She is a graduate of the FBI National Academy, the Police Executives and New Chiefs School, the Northwestern University School of Police Staff and Command and the National Jail Leadership Command Academy.
