Kyle Jen serves as Chief Financial Officer for Oakland County, overseeing the county's Fiscal Services, Purchasing and Equalization departments.
Since starting the job in 2020, Jen has led efforts to move the County's budget into structural balance, revise the County's Fund Balance Policy to ensure it's protected against future economic downturns, and strategically manage the County's financial resources so it continues to earn AAA bond ratings.
Prior to joining Oakland County, Jen was the Deputy State Budget Director from 2016-20 and oversaw the development of $60 billion annual budget recommendations under two governors. He also helped negotiate budget agreements with the Legislature and oversaw the state's central accounting and payroll systems. In 2020, he helped guide the state through the substantial financial impacts of the COVID-19 pandemic.
Previously, Jen worked for the nonpartisan House Fiscal Agency, rising to the position of Deputy Director. He provided technical expertise to members of the House of Representatives, including coordinating analyses of the state's $10 billion General Fund budget, providing support to the House Appropriations Chair, and authoring special reports on higher education funding, the state's Medicaid program, and other key budget topics.
Kyle received a bachelor's degree and a Master's in Public Administration from Michigan State University. He is a member of the Government Finance Officers Association and an honorary member of the National Association of State Budget Officers. He lives with his wife and family in Troy.
