Substantial Amendments to the 2021 Annual Action Plan
Oakland County proposes the following Substantial Amendments to its Program Year 2021 Annual Action Plan to reflect the adoption of Preferences and Limitations on the Allocation Plan for Qualifying Populations (QPs) for the Non-Congregate Shelter expansion under the HOME ARP program. The use of Preferences and Limitations is supported by the Needs Assessment completed for the PY2021 HOME ARP Allocation Plan. In addition, adopting preferences allows agencies to utilize HOME ARP funds more effectively alongside other funding streams to expand Non-Congregate Shelter availability. Oakland County’s HOME ARP program is funding several projects, and all four QPs will have access to HOME-ARP activities. The implementation of two preferences and one limitation on Oakland County HOME ARP funding will not exclude any of the four QPs from activities in Oakland County’s overall HOME-ARP program.
- Increase the HOME ARP award by $15,613.00 to $10,411,656.00.
- A preference is selected for the subpopulation of families in QP1, QP2 and QP4.
- A preference for QP3 families experiencing homelessness with a limitation is selected for a Domestic Violence shelter provider to limit NCS admission to individuals or families that qualify under the domestic violence/sexual assault/trafficking QP.
The proposed Substantial Amendments were posted to the Neighborhood and Housing Development Division’s website on August 28, 2025, requesting public comment on the Substantial Amendments for at least 30 days pursuant to the requirements of the Citizen Participation Plan outlined in the PY 2021-2025 Consolidated Plan for Oakland County.
On September 9, 2025, the Citizens Advisory Committee conducted a public hearing to receive comments on the Substantial Amendments pursuant to the Citizen Participation Plan outlined in the PY 2021-2025 Consolidated Plan for Oakland County and approved and recommended the Substantial Amendments.
