DESCRIPTION:<p>The purpose of the proposed project is to replace problematic water mains that are undersized, have a high break frequency and have been in service beyond their estimated useful life. These improvement projects will also be coordinated with lead water service line replacements. Application to the DWSRF Program does not bind WRC into constructing all or any of the proposed projects. WRC is simply seeking avenues for funding assistance to support the projects.<br>Project construction will involve the following:</p><ul>    <li>Replacement of aging and undersized water mains</li>    <li>Abandonment of existing water mains</li>    <li>Replacement of lead or galvanized water service lines</li></ul><p>Impacts of the proposed project include the following:</p><ul>    <li><strong>Noise</strong>: Any noise due to construction activities such as construction equipment, machinery, generators, compressors, etc.<br>    will be kept to a minimum, as practicable. The working hours will be maintained in accordance with local ordinances.</li>    <li><strong>Traffic Disturbance</strong>: Traffic control devices and temporary lane closures will be necessary during construction to safely<br>    install the water mains. This will impact flow patterns around the neighborhood. Construction activities will be<br>    coordinated by location to mitigate any cumulative impacts.</li>    <li><strong>Water or Sewer Out of Service</strong>: To facilitate the disconnection and reconnection of water or sewer leads, there may be<br>    times of roughly one to three hours (not exceeding one working day) when a residence is without water or sewer service.</li></ul><p>&nbsp;</p><p>Every effort will be made to minimize the duration of any service interruption. Residents will be given advanced notice and WRC will work with individuals who have special needs. The approximate water system user rate necessary to retire the debt incurred from the construction of the proposed project would be $45.00 to $56.00 per year for the average user. WRC is anticipating receiving principal forgiveness on this project, which would reduce or fully subsidize the user cost increase. WRC is under no obligation to accept the loan should the amount of principal forgiveness or debt relief not be enough to fully subsidize or significantly reduce the anticipated user rate increase.
