Public Meeting for Clinton-Oakland Sewage Disposal System (COSDS) Improvements

  • Introduction: The Oakland County Water Resources Commissioner (OCWRC) will hold a public meeting on the proposed Clinton-Oakland Sewage Disposal System (COSDS) improvements for the purpose of receiving comments from interested parties.

The Oakland County Water Resources Commissioner (OCWRC) will hold a public meeting on the proposed Clinton-Oakland Sewage Disposal System (COSDS) improvements for the purpose of receiving comments from interested parties. OCWRC will be seeking low interest Clean Water State Revolving Fund (CWSRF) loan assistance for fiscal year 2027. A CWSRF Project Planning Document was originally prepared in 2023 or fiscal year 2024 consideration. OCWRC has prepared an amendment to the plan.

The public meeting will be held at 11:00 a.m. on April 8, 2026, at One Public Works Drive, Building 95 West, Waterford, MI 48328.

The COSDS provides sanitary sewer service to thirteen cities, villages, and townships and includes a regional interceptor system. The COSDS service area includes all or part of the Cities of Auburn Hills,Rochester Hills, Rochester, and Lake Angelus; the Townships of Independence, Waterford, West Bloomfield, Oakland, Orion, and Oxford; and the Villages of Clarkston, Lake Orion, and Oxford.

The proposed COSDS improvements for this project include rehabilitation of approximately 4.4 miles of 48-inch to 54-inch sanitary sewer in sections between Joslyn and Walton Boulevard, between West Kennett Road and West Walton Boulevard, and along West Walton Boulevard between Shawnee Lane and Meadow Ridge Drive. In addition, rehabilitation of the Elizabeth Lake Pump Station is proposed. The intent of this project is to address a portion of the wastewater system’s structural damage to prevent future sanitary sewer breaks and sanitary sewer overflows, minimize future sewer damage from hydrogen sulfide, and to perform capital improvements on components of the Elizabeth Lake Pump Station in accordance with OCWRC’s COSDS Asset Management Plan.

Construction activities will temporarily impact existing wetland soils and floodplains present within the project area. The temporary impact of construction activities will be minimized through mitigation measures specified in the contract documents prior to construction. A field survey will be performed during construction to determine if the pickeral frog is present and whether there is likely to be an impact from the project. Mitigation measures will be identified and implemented, based on the result of the field survey. It has been determined that there will be no effect or will not be likely to adversely effect the other identified rare species. Adverse impacts on historical, archaeological, geographic, or cultural areas are not expected.

The opinion of probable capital cost for the sewer rehabilitation and odor and corrosion control is $46,100,000 and the Elizabeth Lake Pump Station rehabilitation is $7,500,000, for a total project cost of $53,600,000. The estimated cost to users for these improvements will be $6.51 quarterly per household.
