Tobias Howard was apprehended on 7/23/08 by the U.S. Marshals in Maryland, in conjunction with the U.S. Marshal task force in Detroit, and is expected to be extradited back to Michigan.

Tobias "Toby" Franklin Howard

Tobias Howard is wanted for a Felony Warrant - Criminal Sexual Assault involving a 15 year old female in Oakland County.  Howard considers himself a musician, poet and philosopher.  He is computer knowledgeable and frequently works at manual labor jobs such as mechanic, store stock-person, etc.  He has numerous contacts in the east coast states.  He has a pronounced "foot fetish" and poor oral hygiene.
