In preparation of the 2010 Census, Oakland County has collaborated with its local communities to participate in several U.S. Census Bureau programs including Local Update of Census Addresses (LUCA), annual Boundary and Annexation Surveys (BAS) and most recently, the 2010 Census New Construction Program. These programs are important because they help ensure accurate maps and address data for use in U.S. Census Bureau activities which contributes to the following:

  • Proper apportionment of seats in the U.S. House of Representatives
  • Fair distribution of significant amounts of State-generated funds
  • Grant applications that fund community, social, economic, and environmental programs
  • Planning for future growth and development

Oakland County’s collaboration with the communities thus far has been very successful. Community participation in these efforts has provided numerous address, boundary and road edits to the U.S. Census Bureau through a single point of contact minimizing duplication of effort and data holdings at all levels of government.

2010 Census New Construction Program

The 2010 Census New Construction Program is designed to ensure that residential addresses for new construction that took place after the 2010 Census canvassing effort are included for the 2010 Census. Qualifying new construction may be identified using open building permits for residential properties that were issued in January, 2009 or later. In addition these construction sites must be expected to have complete installation of roofing, doors and windows by April 1, 2010.

Oakland County is actively working to raise an awareness of this program in its local communities. In addition, the County has offered to assist with the collection, formatting and reporting of new construction information to the U.S. Census Bureau on behalf its communities.

Consolidated Boundary and Annexation Survey (BAS)

Starting with the 2010 BAS, 54 of Oakland County’s 62 communities will participate in the Consolidated BAS. Local governments that have agreed to become part of the consolidation will no longer receive their own BAS materials, unless a portion of their area is located in another county. Instead, the County BAS respondent will review the maps and provide the U.S. Census Bureau with boundary and road updates. The only exception is in 2010 (and every ten years), when BAS maps will be sent to all highest elected officials as part of the Boundary Validation Program.

2009 Boundary and Annexation Survey (BAS)

To assist in streamlining the 2009 BAS update process and eliminate duplication of effort, the County published maps in .PDF format for local review. The maps illustrated all road updates that the County had submitted to the Census Bureau with the 2008 BAS. By viewing the maps, communities could identify roads that the Census Bureau already had on file versus roads that needed to be reported or updated. In addition, communities reported missing roads, roads that should be deleted and street name updates to Oakland County, and the County submitted these updates to the Census Bureau on behalf of the communities.
