Oakland County Achievements:

  • Director of the Department of Management and Budget (January 1993 to September 2000)
  • Temporary Acting Director of the Department of Information Technology
  • Resolution of a $24 million operating short-fall in fiscal year 1993 and proposed 1994 operating budget
  • Development of Community Corrections Program
  • Community Mental Health transition from shared management services model to full management in 1993
  • Involved in roughly a dozen areas of privatization, saving the county no less than $2.5 million annually
  • During the 1990s, participated in the county receiving awards for its annual financial report, budgeting processes, and popular report -- one of only a few governmental entities in the State to receive all three awards
  • Strategically designed, implemented and operated various major computer projects in Oakland County, including, but not limited to:
    • OAKNet (400-mile fiber optic network connecting the county with cities, villages and townships)
    • CLEMIS--the largest law enforcement consortium in the nation, involving roughly 140 police and fire departments in a six-county region
    • Fire Records Management System (28 fire departments in a consortium)
    • Geographic Information Systems for county and cities, villages and townships.

Personal:

Daddow received his Bachelor's and Master's Degrees in Business Administration from Central Michigan University. He began his career in 1974 working at Ernst & Young until 1991, where he was the partner in charge of the southeastern Michigan government practice. He briefly also worked as an independent contractor for Gordon & Company, CPAs in 1992.
