Timothy J. Soave, Manager of Fiscal Services, has worked for Oakland County since January 1979, including five years as a contract administrator with the Employment and Training Division and 25 years with the Department of Management and Budget.
For the last seven years, Tim has been the Manager of Fiscal Services, a 100-person division that provides all aspects of financial management for the County with the exception of cash management and investments. During his tenure with Fiscal Services, the Division has consistently received all three GFOA financial presentation awards (Distinguished Budget Presentation – consecutive since 1984, Excellence in Financial Reporting – consecutive since 1991, and PAFR - consecutive since 1997).
Tim has been very active in the Government Finance Officers Association (GFOA), serving on the Fiscal First Aid study group as well as earning the Certified Public Financial Officer (CPFO) designation in 2005. In addition, he has also been involved with the Michigan Governmental Finance Offices Association (MGFOA) serving on the Board of Directors for 10 years as President, Immediate Past President, Vice-President/Secretary, Treasurer, GFOA Representative and a Director. Tim has also participated on the MGFOA’s Professional Development Committee for 17 years, and is the current Chair of the Association’s Strategic Planning Committee. He was awarded the status of Honorary Life Member by the MGFOA Board of Directors in September 2008. Tim is also an appointee to the Michigan Committee on Governmental Accounting and Auditing, an advisory committee to the State Treasurer.
Tim received his bachelor's degree from Michigan State University and a Masters of Public Administration degree from Oakland University (Rochester, Michigan). He is a part-time instructor at Oakland University in where he teaches Public Budgeting and Finance in MPA program. In his “spare time” Tim is a high school football official and assistant scuba instructor in the southeast Michigan area.
