Homeland Security: Protective Measures

Threat Conditions and Associated Protective Measures


Current Threat Level: Elevated Risk (Yellow)
Updated 11/01/05

General measures are provided below that may help you and your family prepare for an emergency:

Low Condition (Green) -- reflects a low risk of terrorist attacks. Guarded Condition (Blue) -- reflects a guarded risk of terrorist attack
  • Complete recommended actions at lower levels
  • Be alert to suspicious activity and report it to proper authorities
  • Review stored disaster supplies and replace items that are outdated
  • Develop emergency communication plan with family and co-workers
Elevated Condition (Yellow) -- reflects an elevated risk of terrorist attacks
  • Complete recommended actions at lower levels
  • Be alert to suspicious activity and report it to proper authorities
  • Ensure disaster supplies kit is stocked and ready at home/work
  • Develop alternate routes to/from work and practice them
High Condition (Orange) -- reflects a high risk of terrorist attacks
  • Complete recommended actions at lower levels
  • Be alert to suspicious activity and report it to proper authorities
  • Review disaster plans
  • Exercise caution when traveling
  • Have shelter in-place materials on hand and review procedures 
Severe Condition (Red) -- reflects a severe risk of terrorist attacks
  • Complete recommended actions at lower levels
  • Listen to the radio/TV for current information and instructions
  • Be alert to suspicious activity and report it to proper authorities immediately
  • Adhere to any travel restrictions announced by local government authorities
  • Be prepared to shelter in-place or evacuate if instructed to do so by local governmental authorities.
