Oxford Township Water Supply System

Updated March 2008


This project is located in Sections 15, 21, 22, 23, 24, 25 and 29, Oxford Township. The purpose of the project is to improve water supply and reduce arsenic levels to meet the new Federal regulations. The project consists of two water treatment plants with horizontal pressure filters to remove contaminates, a 1 million gallon elevated water tower, several pressure reducing vaults and booster stations, development of new well field and approximately two miles of 12” to 16” diameter water main. Rowe, Inc. of Flint, Michigan is the consulting engineer for the project. The aggregate project cost is estimated to be $17,725,000 and will be financed by the sale of bonds.

Bids for Contract No. 1, Oxford Woods Water Treatment Plant, were received on September 21, 2005. The contract was awarded to Trojan Development, Inc. of Oxford, Michigan for their low bid amount of $1,060,000.00. The plant was placed into service in May 2006 and completed in 2007. Glenn Appel, P.E., Assistant Chief Engineer, is the Drain Office engineer assigned to the project.

Bids for Contract No. 2, Oxford Road Water Tower were received on September 28, 2005. The contract was awarded to C.B. & I. Construction, Inc. of Plainfield, Illinois for their low bid amount of $1,830,000.00. Glenn Appel, P.E., Assistant Chief Engineer, is the Drain Office engineer assigned to the project. Construction of the water tower began in March 2006. A spring 2008 completion date is anticipated.

Bids for Contract No. 3, Granger Road Water Treatment Plant, were received on May 16, 2006. The project consists of the construction of a water treatment building housing 4 horizontal pressure filters and also a standby generator, well upgrades and site work. The contract was awarded to Trojan Development, Inc. of Oxford, Michigan for their low bid amount of $2,260,000.00. Glenn Appel, P.E., Assistant Chief Engineer, is the Drain Office engineer assigned to the project. Construction of the plant commenced in June 2006.  A spring 2008 completion date is scheduled.

Bids for Contract No. 4, Granger Road Watermain, Mickelson Shores Raw Watermain and Brookfield Sanitary Sewer Extension, were received on May 9, 2006. The construction contract was awarded to Di Ponio and Morrelli Construction, Inc. of Milford, Michigan for their low bid amount of $909,902.85. The project consisted of the construction of approximately 1,520 lineal feet of 12” to 16” diameter H.D.P.E. pipe using trenchless technology, 5,300 lineal feet of open cut 16” diameter ductile iron watermain and 1,220 lineal feet of 8” diameter sanitary sewer. Construction commenced in June 2006. Sid Lockhart, P.E. was the Drain Office project engineer assigned to the project. The project was completed in the spring of 2007.

Bids for Contract No. 6 East Market Booster Station and Willow Street Pressure Reducing Vault were received on August 28, 2007. The project consists of a package booster station with a field built building designed to blend in with the architecture of the surrounding residential homes. Also, as part of the project, a pressure reducing vault will be constructed near the corner of State Street and Willow Street, in Section 23, Oxford Township. Rowe, Inc. is the consulting engineer for the project. Glenn R. Appel, P.E., Assistant Chief Engineer, is the Drain Office engineer assigned to the project. The contract was awarded to Trojan Development, Inc. of Oxford, Michigan for their low bid amount of $540,000.00. Construction commenced in the fall of 2007. A spring 2008 completion is anticipated.

Contract No. 10 Mickelson Shores Wellhouse Demolition and Reconstruction consists of the demolition of the existing wellhouse located within Mickelson Shores subdivision. The existing turbine well pumps will be removed and replaced with new submersible well pumps and electrical updates. The estimated cost of the improvements is $250,000.00. Rowe, Inc. is the consulting engineer for the project. Sid Lockhart, P.E. is the project engineer assigned to the project. The project is currently on hold per the request of Oxford Township.

Contract No. 11 Crossroads for Youth Watermain will consist of the construction of approximately 8,200 lineal feet of 16" diameter watermain in Sections 25 and 26, Oxford Township. The estimated construction cost for the project is $700,000.00. Rowe, Inc. is the consulting engineer for the project. Sid Lockhart, P.E. is the project engineer assigned to the project. The project is currently on hold per the request of Oxford Township.
