Rouge River Watershed
The Oakland County Water Resources Commissioner's Office (OCWRC) has been very active with programming within the Rouge River Basin. OCWRC has constructed retention treatment basins (RTBs) to control combined sewer overflows (CSOs) and protect the water quality of the Rouge River.

OCWRC has also implemented a number of stormwater projects including streambank stabilization, public education, and illicit discharge elimination activities.
Within the Rouge watershed, there are three subwatersheds. Each subwatershed has a Sub Watershed Advisory Group (SWAG). The OCWRC Environmental Team provides representation and coordinates efforts accordingly with these groups to improve water quality.
Rouge Middle One and Rouge Lower One is facilitiated by Kelly Karll with ECT, Inc. kkarll@ectinc.com phone 734-769-3004.
Rouge Upper is facilitated by Jack Bails with Public Sector Consultants jbails@pscinc.com phone 517-484-4954.
We have taken leadership within the Rouge Main 1-2 SWAG and led planning, public education and illicit discharge activities. We also participate in the Rouge Upper and Rouge Middle One and Rouge Lower One SWAG's.
Our office has developed an illicit detection program to conduct inventory work on county drains and have staff available to work in the community drains as well.

Communities and other watershed partners have worked cooperatively to develop subwatershed management plans to guide the protection and restoration of the Rouge River Watershed:
