The Operations and Maintenance Division (O&M) of the Oakland County Drain Commissioner's Office operates and maintains municipal water systems, storm drains and sewage disposal systems, wastewater treatment and retention treatment facilities, and provides information resources on water and sewer systems. Various municipalities have requested O&M Division services.

The O&M Division provides comprehensive water and sewer services to communities within Oakland County. The Division is divided into separate but inter-related units. Administrative personnel provide rate setting, compliance programs such as Confined Space Entry, and work with individual units regarding budget and staffing, equipment and facility needs.
Cross Connection/Industrial Pretreatment Program The Cross Connection team is responsible for the inspection, elimination and prevention of cross connections in commercial, industrial and residential facilities. This program is designed to prevent backflow or backsiphonage of contaminated water into the drinking water supply. The Industrial Pretreatment Program evaluates the wastewater of new and existing facilities. Please click here for the Nondomestic User Survey Form. The Cross Connection/IPP Unit issues wastewater discharge permits and monitors permitted industries through regular wastewater sampling and comprehensive facility inspections.

Drain and Sewer Maintenance
Staff members on this team operate and maintain all County drains and sewers while providing drain and sewer inspection. Operations, maintenance and sewage flow monitoring, along with the task of operating and maintaining lake level controls and dams also fall under the purview of this team.

Electrical Systems
Electronics operates and maintains the OCDC Supervisory Control and Data Acquisition System (SCADA) and facility electrical systems; and provide engineering plan review and control system inspections for new sewage pump stations, water storage facilities, booster stations, water treatment facilities and community well-houses. They maintain sites to both the National Electrical Code and Oakland County Standards.

Engineering Support/Water and Sewer In the engineering support area, team members are responsible for water and sewage system plan review; oversight of system monitoring and regulatory reporting. Additionally, they are actively involved in the Wellhead Protection Program; and publication of annual Consumer Confidence Reports. They handle all sewer flow and rain gauge data used to verify billing, and monitor contract compliance. They are responsible for monitoring overflow events, controlling retention basin dewatering, and assisting with direct maintenance efforts.

Pump Maintenance Staff members here operate and maintain sewage pump stations, community well sites, pressure reducing facilities, water booster stations, water treatment facilities, water storage facilities, sewage retention facilities, lake level augmentation sites, storm water retention facilities, and the storm relief pump station. They also provide start-up inspection of residential/commercial grinder pump systems; engineering plan review and construction inspection for new sewage pump stations and community well-houses.

Water System Maintenance The Water Maintenance team is responsible for the operation and maintenance of water supply distribution systems for various cities, villages and townships (CVTs). Operation and maintenance responsibilities of this team include water main rehabilitation and repair, distribution valve inspection and repair, fire hydrant pumping, inspection and repair; new construction testing and inspections, water service tap installation, meter reading and meter maintenance.
