Oakland County - Workforce Development 2010 Scorecard
Workforce Development:
- In collaboration with Oakland Community College and the Troy Michigan Works! Service Center, the Division retrained 200 workers at the General Motors Corporation's plant in Orion Township. Funded through a $1.5 million grant from the Michigan Department of Energy, Labor, and Economic Growth (MDELEG), this initiative was a key component of the County Executive's incentive package that persuaded General Motors to retain 1,550 hourly and salaried jobs at the plant. The workers, who will build a new Chevrolet subcompact and the new Buick Verano, were trained in electrical and mechanical multi-skills programs. These programs included courses in robotics, welding and fabrication, CNC, blue print reading, pipefitting, PLC global architecture, fluid power, and computer literacy.
- In conjunction with Oakland County Economic Development and various Michigan Works! Service Centers, the Division developed 35 business services proposals that quantified the financial value (i.e., $7 million) of such workforce development services as employee recruitment, selection, and assessment. To date, twelve of the employers who received these proposals, including Oxus America in Rochester Hills, Witzenmann USA in Troy, and Dokka Fasteners USA in Auburn Hills, have either located or expanded in Oakland County. As a result, 1,235 new jobs will be created.
- In collaboration with Automation Alley, various defense contractors, Lawrence Technological University, and the Troy Michigan Works! Service Center, the Division trained a cohort of 23 dislocated automotive engineers for jobs in the defense industry. Although the program has not yet ended, 21 of the 23 students have already found new engineering positions.
- The Division exceeded its Workforce Investment Act (WIA) performance standards and, as a result, received the largest performance incentive awards among the state's 25 Michigan Works! Agencies (MWAs).
- The Division ranked among the top three MWAs in key performance categories for the Jobs, Education, and Training (Welfare-to-Work) Program.
- The Division ranked among the top five MWAs in the key performance standard for the Food Assistance Employment and Training Program.
- The Division trained more than 3,000 adults and dislocated workers for high demand/high tech occupations, including information technology, health care, engineering, and accounting.
- The Division served more than 500,000 customers at its Michigan Works! Service Centers.
- The Division received from the MDELEG a $1.4 million grant to train approximately 500 incumbent workers at Chrysler's headquarters in Auburn Hills. Workers from the Corporation's information technology, engineering, and power train divisions will be trained in various technical subjects.
- The Division received from the MDELEG a grant to provide the Detroit Workforce Development Department technical assistance on the Trade Act.
- As a result of the U.S. Department of Labor's comprehensive review of the Division's workforce development programs, the Division was commended for its "multi-faceted response to major auto industry lay-offs".
- The Division received a NACo Award for its Skills Needs Assessment Checklist Project, which a.) identified the top jobs for each of the industry sectors in the County Executive's Emerging Sectors Program®; b.) identified the skills employees need to obtain these jobs; and c.) developed detailed job profiles for each of these jobs.

The Division issued the 4th edition of the County Executive's Apprenticeship Book, which features new apprenticeships, a new cover, and new graphics. The book also received a NACo Award.
