About the Emergency Shelter Grant Program

The Emergency Shelter Grant Program was originally established in 1987 as part of the McKinney-Vento Act. Oakland County provides emergency shelter grant funds to homeless shelters for operations and maintenance (up to 100%), essential services (up to 30%) and organizational support (up to 10%) of the grant.

South Oakland Shelter

The South Oakland Shelter (SOS) is a consortium of approximately 50 sites designed to provide a weekly rotating emergency shelter program. The sites of the SOS network consist of churches and synagogues. Each site has the capacity to house and provide services to approximately 30 homeless individuals each night. SOS provides overnight lodging; morning and evening meals; box lunches for those seeking employment; professional counseling; personal care packages; laundry service; transportation; and clothing, housing, employment, social service, social security, medical, veteran matter, and substance abuse referrals.

PATH

PATH, a subsidiary of Lighthouse of Oakland County (a Pontiac-based social service agency), is a transitional nonprofit agency for homeless women and their young children. PATH operates 18 private apartments and six adjacent residential structures within a two-block radius. In addition, 12 scattered site apartments are available (7 in Oak Park and 5 in Waterford). Path has 52 beds available. Guests can stay up to 24 months.  Among the support that this facility provides its clients is shelter, counseling, training, mentoring, and day care. Path is adding 15 beds for homeless women with high-risk pregnancies and pregnant teens.

Common Ground Sanctuaries

Common Ground Sanctuaries - A Step Forward is a transitional living program for homeless or at-risk youth ages 16-20. It has 7 beds and is located in Royal Oak. The Graduated Apartment Program has three scattered site apartments, which houses two teens each. The program promotes self-sufficiency through a variety of residential and non-residential services such as a 24-hour crisis line; information and referrals; training; meals; individual, family, group, aftercare, and peer counseling; mentoring; substance abuse education and assessment; family preservation; and support groups for youth, parents, and families.

HAVEN

HAVEN is a private, nonprofit agency that serves Oakland County residents as an emergency shelter for women and children left homeless due to physical, sexual, and/or emotional abuse. HAVEN's shelter in Pontiac (temporarily donated facility until a new shelter can be built) has a maximum capacity of 46 beds. HAVEN provides food, shelter, clothing, and supportive counseling services. HAVEN serves all of Oakland County.

New Bethel Outreach Ministry

New Bethel Outreach Ministry is a shelter located in Pontiac. It has 24 beds and accommodates women and children, providing case management, minimal transportation, life skills training, housing search, and referral.

Place of Hope

Place of Hope is a warming center that currently operates in Baldwin Church, Pontiac, from January 1 to the week before Easter. They are relatively new, and hope to expand to a year round rotating shelter for northern Oakland County.  They offer food, warmth, hospitality and support.
