Community Development Block Grant (CDBG) Program
Contract Compliance Unit (CCU)
The CCU ensures all CDBG funds are contractually obligated and expended according to federal regulations. The CCU partners with local officials to provide technical assistance on the Davis Bacon act, procurement, public service contracts, residential lead based paint requirements for all minor home repair projects, and the reimbursement of each participating community's Block Grant funds in order to achieve and maintain a timely spending performance ratio. The CDBG operates on a reimbursement system. 51 participating communities purchase eligible goods and/or services using local general funds and request reimbursement from Oakland County. CCU records and maintains current expenditures, account balances and accomplishments for each community. Funds are drawn down and accomplishments are recorded in the federal Integrated Disbursement and Information System.
Whenever federal money is used to purchase goods and/or services, communities must complete a competitive bidding process. If the project is a construction project over $2,000, the unit ensures compliance with the Davis Bacon Prevailing Wage Act. Communities are required to enter into contracts with public service agencies for all public service activities and provide specific demographic information on the clients they serve. The CCU provides oversight. Women and Minority Business Enterprises are strongly encouraged to bid on all CDBG projects.The CCU also ensures compliance with HUD environmental review process and State Historic Preservation Office.
