Led Solid Waste Management Review.
Sponsored resolution to disallow Casino Gaming in Oakland County.
Led Approval of and Renewal of Sheriff's Alcohol Enforcement Team.
Led Oakland County Community Mental Health to largest reorganization of services in its history.
Led as Planning and Building Committee Chairman in providing new service delivery facilities for Clarkston, Novi, Rochester and Troy District Courts, Prosecutor, Medical Examiner, Friend of the Court, West Oakland Satellite Office, South Oakland Office/Troy, Sheriff's Boot Camp and Work Release Program, as well as Courthouse renovations.
As Planning and Building Chairman, led the elimination of Oakland County as a provider of solid waste services and incinerator waste.
Represented the County on the Michigan Association of Counties and National Association of Counties Steering Committees.
Sponsored resolution opposing legalization of Marijuana and other schedule 1 drugs.
Serves as a member of the National Association of Counties Energy, Environmental and Land Use Steering Committee.

Personal:
Commissioner Palmer is married to Fay Palmer, and has 10 children and 19 grandchildren. He is a graduate of Royal Oak High School and the Detroit Apprentice School, and attended the Institute for Construction Management. He is a member of MADD, Lions Club, the American Legion, Former Lt. Governor Optimist Club, Clawson Chamber of Commerce (Board Member), Scenic Michigan and the Troy Youth Assistance. He is a member of the Church of Christ and a United States Army veteran.
