Personal: Commissioner Kowall has been married to Michael Kowall for 33 years. She has two daughters Marissa (28) and Stephanie (24). Her son-in law is Marissa's husband Thomas Downs.
Commissioner Kowall attended Wayne State University from 1970 to 1972; the University of Detroit from 1972 to 1974, where she obtained an Associate in Dental Hygiene. She practiced Dental Hygiene from 1974 to 1989, and 1995-1996.
She is currently part owner and has worked as a designer as well as a sales representative of Accurate Woodworking, Inc., in Waterford, Michigan.
