Oakland County Achievements:
A leader in the opposition to the State's recent Tax Shift that increased local property taxes to replace the State's Revenue Sharing Program for Counties.
Led reforms of Oakland County's fringe benefit system and successfully led in reducing the Oakland County millage rate three times.
Instrumental in terminating all plans to build a half billion dollar solid waste incinerator in Oakland County and was actively involved in preventing the forced siting of landfills in Oakland County by working with the Governor's office and State Legislators to amend Michigan's Solid Waste Planning Act which led to State approval of Oakland County's Solid Waste Plan without additional landfills or an incinerator.
Played a key role in developing Oakland County's Geographic Information System (GIS) and establishing a cost-saving, prisoner-operated laundry for the County Jail.
Worked with the USGS, University of Michigan and the Administration to develop a ground water information packet with maps showing areas served by private wells.
Activities in the Community:
Served on the Rochester City Council for 11 years, the Older Persons Commission, Paint Creek Trailways Commission and the Rochester Planning Commission prior to serving on the Oakland County Board of Commissioners.
Active in the Rochester area as a member of the Rochester Hills Kiwanis Club, the Greater Rochester Chamber of Commerce, and Rochester Area Youth Assistance.

Douglas is a graduate of Rochester High School and attended Harper Hospital School of Nursing.
