Personal:
Chairman Bullard received a B.A. in Political Science from the University of Michigan in 1965 and graduated from the Detroit College of Law with a Juris Doctorate in 1971. He is admitted to practice before the United States District Court for the Eastern District of Michigan; the Sixth United States Court of Appeals and the United States Supreme Court.

Bullard was elected to the Oakland County Board of Commissioners in November of 2002 and re-elected in 2004. He was unanimously elected Chairman of the Board by his fellow Commissioners on January 6, 2005. He has served in the State Legislature as a State Senator from 1996-2002 and as State Representative in the Michigan House of Representatives from 1983 to 1996. 

Bullard was the Highland Township Supervisor from 1980 to 1982 and served as Highland Township Trustee from 1978 to 1980.

As a state legislator, Chairman Bullard has received many awards and honors over the years  receiving the following recognitions:

  • Legislator of the Year, by the Michigan Road Builders Association from 2001 to 2002
  • Friend of Agriculture in 2002 ,by the Michigan Farm Bureau
  • Legislator of the Year in 2000, by National Republican  Legislators Association
  • Legislator of the Year in 2000, by the Michigan Humane Society
  • State Safety Highway Champion Award in 1999, by the Advocates for Highway and Auto Safety
  • Appointed to the Oakland County Business Roundtable  in 1999, by Oakland County Executive L. Brooks Patterson 
  • Legislator of the Year in 1998, by the Michigan Soft Drink Association
  • Legislator of the Year in 1998, by the Michigan Association of Temporary and Staffing Services
  • Distinguished Service Award in 1990, by the Oakland County School Board Association
  • Certificate of Appreciation in 1986, by the Michigan Assessors Association
  • Legislator of the Year in 1984, by Michigan Townships Association

Chairman Bill Bullard, Jr. is single and the father of three children. He resides in Highland Township.
